MEO Class I · Oral · asked at MMD Kochi

Which ISPS security level do you follow in the Persian Gulf, and who sets it?

Short answer

Level When Measures
1 normal normal operation minimum protective measures at all times
2 heightened heightened risk; the usual Persian Gulf posture additional measures: access control, restricted areas, extra watches and lookouts, monitoring
3 exceptional an incident is probable or imminent further specific measures for a limited period, on the Government’s instructions
  • Three levels (ISPS A/4.1): 1 normal, 2 heightened risk, 3 exceptional when an incident is probable or imminent.
  • Who sets it: the flag Administration (SOLAS XI-2/3) and the coastal Contracting Government for its territorial sea (XI-2/7); the ship complies (XI-2/4) with the higher of the two; level 3 brings specific instructions (A/4.2).
  • Persian Gulf: a recognised high-risk area; ships commonly operate at security level 2 with the SSP level-2 measures (access control, restricted areas, extra watches and lookouts); level 3 only if set.
  • On top: anti-piracy Best Management Practices (BMP), High-Risk-Area reporting, hardening, citadel and safe muster: an industry layer separate from the ISPS level.
  • India: DGMA as Designated Authority sets and communicates the level; the RSO verifies compliance (IACS PR 24).
  • As Chief Engineer: I follow the level set, securing access to machinery spaces, steering flat and emergency generator and supporting the citadel and emergency readiness.
