Short answer

flowchart TD
  A["Bilge discharge wanted"] --> B{"In a special area?"}
  B -->|Yes| C["Retain on board; land to reception facilities"]
  B -->|No| D{"En route, 15 ppm equipment, effluent not over 15 ppm, monitor and automatic stop working?"}
  D -->|All four| E["Discharge; record in the Oil Record Book Part I"]
  D -->|Any fails| C
  • Outside a special area (regulation 15), all four together: proceeding en route; through regulation 14 oil-filtering equipment; effluent not over 15 ppm without dilution; monitor and automatic stopping device operating.
  • Inside a special area: in effect prohibited: retain on board and land to reception facilities (Mediterranean, Baltic, Black Sea, Red Sea, Gulfs area, Gulf of Aden, Antarctic and others).
  • Equipment (regulation 14): 15 ppm oil-filtering equipment from 400 GT; from 10,000 GT also the 15 ppm alarm and automatic stop (three-way valve back to the bilge or holding tank).
  • Record (regulation 17): every operation in the Oil Record Book Part I, coded and signed, reconciled with tank soundings.
  • No bypass: a magic pipe or a false ORB entry is a criminal MARPOL offence and a certain detention.
  • As Chief Engineer: en route, through a working separator with monitor and automatic stop, never in a special area, recorded truthfully; if it fails, retain and land.
