What is TEAP, and why is it required?

Short answer

TEAP Content
Part A certification procedures per certificate: eligibility, sea service, training record book, training, examination and assessment (Section III/1 for MEO Class IV; later sections Class II, Class I, ETO, ratings)
Part B the appendices: approved course syllabi and certificate formats
Basis Merchant Shipping (STCW) Rules 2014, continued under the MS Act 2025 (s.45, s.50, s.52)
Purpose full effect to STCW 2010; one standard; clear routes; demonstrated competence
  • TEAP: DG Shipping’s Training, Examination and Assessment Programme under the Merchant Shipping (STCW) Rules 2014, for everyone awarding certificates of competency and proficiency.
  • Part A: per certificate the eligibility, sea service and training record book, training, examination and assessment; Section III/1 gives the MEO Class IV entry streams and its Part A and B examinations; later sections Class II, Class I, ETO, ratings.
  • Part B: the appendices: approved course syllabi (pre-sea, competency, simulator, safety, refresher) and certificate formats; not the Class IV and II Part A and B examinations.
  • Why: to give full effect to STCW 2010 through the STCW Rules 2014: the A-III/1 and A-III/2 standards so an Indian CoC is recognised; one standard across institutes; clear routes (Class IV to II to I); demonstrated competence (training, TAR book, examination).
  • Statutory basis: the STCW Rules 2014 continue under the MS Act 2025 (s.45, s.50, s.52); DG Shipping administers TEAP.
