Becoming a seafarer: the Continuous Discharge Certificate (CDC) — rules from 1 August 2026

Official reference: MS (CDC) Rules 2017 rr.3, 4, 6 · DGS Order 12 of 2026 · DGMA Circulars 45 and 71 of 2026 · MS (ML) Rules 2016 r.4

Every Indian seafarer needs a Continuous Discharge Certificate. The CDC Rules require Indian citizenship, medical fitness, the five basic safety and security courses, the minimum age and 10th Standard. Since 1 August 2026 the five basic courses alone are no longer enough: the applicant must also belong to one of the DGS Order 12 categories — approved pre-sea training (GP rating, CCMC, cadet courses), Agniveer discharge, hotel-management/hospitality qualification with the OCCP course (or, exceptionally, a cruise-only CDC through an approved cruise recruitment company), retired Indian Navy, a cook CoC, or any CoC. Applications are made on the e-Samudra portal. CDCs issued earlier remain valid. A draft MS (CDC) Rules 2026 under the MS Act 2025 has been published but not notified.

Where this comes from

This page is built from the official DGS Training and Examination Advisory Programme (the TEAP manual) and the current orders of DGMA (the Directorate General of Maritime Administration, called DG Shipping until June 2026). Requirements are summarised in plain language — every section links to the official publication for the exact wording. Requirements made under the old Merchant Shipping Act 1958 still apply under the new Merchant Shipping Act 2025.
